Technical Project Manager - SAP
Location: Chippenham, Wiltshire 2 year fixed rate contract

The Technical Project specialist is responsible for planning, executing and finalising a number of technical projects including the decommissioning of the councils 2008 server estate, the specification and replacement of the councils server requirements, analysis, configuration and deployment of Microsoft 2016 server technologies, design and implementation for the virtualisation of the councils future storage requirements along with its dependencies and the migration of applications to different infrastructure platforms (Server 2016, Azure Cloud).
In addition, they deliver a variety of network, server, infrastructure and enterprise projects that will provide support to the council's digital strategy.
The Technical Project specialist works for and reports in to the Programme Office. The schedule of works will be defined by ICT's Innovation and Development team and this role will deliver ICT programmes based around current and future needs enabling the authority to benefit from building a scalable and on demand service. This will ensure that the underpinning outcomes are met to maximise potential and approach to exploring new opportunities to deliver services.
They work with the agreed vendors and the council's ICT enterprise architects and solutions architects to jointly agree and procure the required technologies to deliver the hardware refresh and consolidate the physical server estate, reduce carbon emissions, power usage and support requirements as well as solubilising the requirements for virtual storage using a cloud-first approach potentially reducing further on-premise storage needs and meeting ISO27001 standards.
For every project, the technical project manager will develop and maintain management documentation including RAID (Risk, Action, Issue & Decision) logs, financial tracking, along with the maintenance of initiation documentation to ensure continuing business justification. They will ensure that all risks, issues and decisions in the RAID log will have their reasons, causes, and sources, recorded as this provides for the basis of a consistent process for decision making. Implementation of the process of collating decisions from meeting minutes and other more informal sources, whilst time consuming, will when all stakeholders and project team members have access to the RAID log prevent any ambiguity or conflict within the project.
*Masters degree in ICT / Business or equivalent or can demonstrate relevant experience.
*To have managed ICT projects and programmes using an industry recognised approach such as PRINCE 2 and MSP and are experts in Project Management and ITiL Processes and have 5 years' experience in the principles, methods, techniques and tools for the effective management of a programme of projects and related activities through to the successful achievement of planned business benefits.
*5 years business analysis and Programme Management experience in a large organisation where the programmes of work have affected the whole organisation and had significant consequences.
*Demonstrate matrix management of staff and expert knowledge of managing large complex technical projects or programmes.
*Experience of working with partners and stakeholders on large scale and diverse initiatives to provide corporate infrastructure solutions that support technology strategies.
*Proven experience of an ability to allocate work and manage technical engineers and architects and proficient in resource allocation ensuring the effective and efficient deployment of resources, including reassessment and reallocation in a dynamic multi-project environment, to achieve optimum results.
*Experience of working within local government or central government or similar quasi-government body including other public services such as the Police and Fire and Rescue.
*Expert in Microsoft productivity and reporting tools (SharePoint, Microsoft Office, O365)
*IT Architecture - has a proven track record of implementing complex architecture solutions in an enterprise environment comprising multiple organisations. Understanding architectural solutions and it's component parts within High level designs, along with experience managing and influencing architectural decision making
*Networks - Has a high level understanding and experience of enterprise networking and it's different components including firewalls, routers, switches and the underlying software technologies that enable routing and switching in a corporate environment (e.g. MPLS). Has an understanding of the OSI network model and the different layers within a corporate network (Access, edge, core)
*Servers - has a high level understanding and experience of enterprise server technologies such as virtualisation (VMWare and Hyper-V) and core server roles such as Active Directory, Certificate Authorities, RAS, DHCP, DNS
*Wintel - Has experience in managing large scale Windows Server implementations and migrations between different operating systems (e.g. 2008 R2 to 2016) managing compatibility challenges, migration exercises including testing activities
*Cloud Technologies - Has a high level understanding of cloud technologies within Microsoft Azure including Site Recovery and the different PaaS and IaaS options available. Experience of going beyond the mechanics of programme management and can document plans and track to them and manage deviation from plan, propose resolutions, and lead to resolution.
